Purpose
This Technical Committee researches and makes recommendations regarding how light effects human vision and the visual processes.
Scope
Included subject matter: The scope includes methods based on the visual effects of light sources in interior and outdoor applications. Excluded subject matter: This committee does not cover effects such as color rendering, color appearance, circadian rhythm, or other health considerations.
Committee Leadership
Committee Co-Chair - Dawn DeGrazio
Over the course of a long career in lighting (since 1986), Dawn De Grazio has worked in most parts of the lighting business. A broad education in science, engineering, and math along with her experience in various parts of the lighting industry (distributor, engineering firm, electric utility, two manufacturers, lighting software company, and IES) over the course of her career have given Dawn a breadth and depth of knowledge that are unique in this business. During her first 31 years as a volunteer member of the Illuminating Engineering Society, Dawn served on many committees, where she contributed to writing, reviewing, and editing the documents those committees produced. In 2012, she received the IES Distinguished Service Award in recognition of her service to the Society. Dawn worked for IES for five years as technical editor and then returned to being a volunteer member.
- Brian Liebel
Throughout his 35-year career, Brian has dedicated his efforts to balancing the human need for light with environmental concerns, and always with a reliance on solid science. His career in lighting started with the University of Kansas Architectural Engineering program, after which he moved to the San Francisco Bay Area and became an established lighting designer, electrical engineer, lighting educator, and energy conservation advocate. Brian’s private consultation practice has kept him independent while receiving significant appointments, such as the Lighting Program Director at the Pacific Energy Center and the Principal Investigator for the U.S. Department of Energy in assessing the effects of light spectrum on vision. He was the Director of Standards and Research at the IES from 2016-2-22 and is currently the Director of Strategic Initiatives for the International Dark-Sky Association and the Director of Research at the Midwest Lighting Institute.
